Fix the FED1469 (GEMPILOT) TCDS fiber documention

While reconnecting the TCDS fibers, @cgalloni noticed that the fibers' documentation is incomplete regarding the FED1469 (GEMPILOT) TCDS fiber. More specifically, the polarity is not indicated in the mapping file. Once the polarity in understood, this should be fixed for future reference and operations.
