GE11-M-17L1: VFAT23 Issue after Trip

Chambers that experienced higher currents after trips: http://cmsonline.cern.ch/cms-elog/1120119

This chamber then experienced issues with VFAT23. After this trip, VFAT 23 only showed 1 pulse when 100 were supposedly sent.

It is suspected that this VFAT is burnt.
