sentinel based b2in protocol

The sentinel shall be revised for efficiency and scalability to implement communication of exceptions and alarms through the B2IN (binary transfer intranet protocol). The enhancement would allow to makes use of the B2IN-EVENTING services for efficient transmission of messages and report.

The use of the sentinel on B2IN protocol required the extended spotlight (see Tickets :#17 (closed))
