Combine ngRBXMonitor for HE

Hi,

Could you please create a new RPM where the ngRBXMonitor services for HE are consolidated into one? This amounts to undoing the changes made in this ticket: https://svnweb.cern.ch/trac/cmsos/ticket/4819

We plan to deploy this during the next MD/TS, so it would be good to have ready in advance.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
