xaas development instance for BRIL

Hello, could you please set up a new zone "brildev" for xaas development for BRIL? Please add host brildev2 (srv-s2d16-30-01) to this zone. And on the brildev xaas host, please grant the sudo rights to xiezhen, jdaugala so that we can bypass system admin deployment on that host when necessary.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
