Implement 'master' storage for BRILDAQ section and nibble data

In order to reduce possible future discussions about deadtimes etc., it would be nice if we could store the original BRILDAQ lumi section and lumi nibble information that is published to the BRILDAQ eventing bus.

The CPMController should be able to do this, using the XMAS monitoring suite.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
