Clean up RPM file names a bit (after migration from SVN to GitLab)

With the migration from SVN to GitLab the top-level 'daq' project has been removed. The side-effect is that now RPM names changed from the form daq-tcdsutils-3.6.1-1.cmsos14.centos7.gcc4_8_5.x86_64 to the form cmsos-tcds-tcdsutils-3.13.1-1.r0.centos7.gcc4_8_5.x86_64.

The above 'double tcds' is not useful and only clutters up the RPM names, so we're going to remove that.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
