Starting to use cmsos group runner and adding "skip-build" job

Will be using cmsos group runner for all projects in cmsos group. Build jobs will pull a particular docker image from gitlab-registry.

"skip-build" job is needed for the situations when yumgroups.xml is modified and yum repo needs to be rebuilt but none of software packages are modified.
