Reimplement FreqMon after water leak damage and hardware replacement

In the water leak incident in the RCT rack (http://cmsonline.cern.ch/cms-elog/1085710) the original frequency counter was damaged. It has now been replaced by a new one, but that requires some changes to the software implementation as well.
