Migrate COHT hardware project to gitlab projects

From https://gitlab.cern.ch/cohtdrivers/coht extract git history for each sub-directory and put it in a dedicated gitlab project under https://gitlab.cern.ch/be-cem-edl/fec/hardware-modules

Add a basic .gitlab-ci.yml including the common one from evergreen.
