coht common.mk add conditional variable

common.mk: currently it includes /acc/dsc/src/co/Make.auto which enforces CPU suffixes for binaries and object files. It also creates symlinks for programs in the install_prog_global target. The idea of this fix is to keep unchanged the current behavior and add conditional variable to enable/disable include of Make.auto and symlink creation
