Adding user-defined fixed plane to telescope alignment

For compensating the weak mode in telescope alignment, adding an additional user-defined fixed plane to the module to have more constraints on the translation and rotation.

The user can define a list of fixed planes using fixed_planes as an additional parameter in [AlignmentTrackChi2] and [Prealignment].
