Setup CI which will run test jobs
What is the expected correct behavior?
For the beginning, setup just basic CI:
- static code analysis
- using pre-cooked docker image with sim_telarray and prepared small test corsika samples, run short low-statistics jobs to check the pipeline for consistency
- generate and publish the documentation
