Improve pipeline options for Postgres Scheduler

As discussed with @guenther, we need a few more things in our CI to make the Postgres Scheduler convenient to run:

• Use the pre-configured postgres values file on the stress test machine when the scheduler type is postgres
• Make the system tests manual when the scheduler type is postgres
• Allow for enabling/disabling of the pre-queueing mechanism in the stress test via a pipeline variable
