Create tool to find if the location of a retrieve/archive request

Problem

As mentioned in https://gitlab.cern.ch/cta/operations/-/issues/1708#note_9609966, we need a tool that allows us to query if a specific object is queued in CTA for retrieve or archive requests.

This tool should also identify if an object has been "lost" (meaning not reachable from the root object).
