Need a way to change labelFormat in database

Problem to solve

When we have successfully repacked a non-CTA tape (or all files on it have been deleted) we would like to be able to re-use the tape as a CTA tape. cta-tape-label works fine for the physical tape, but we need to also be able to alter the database to make this usable.

Stakeholders

FNAL, PIC, and presumably DESY will all need this

Proposal

cta-admin tape rm followed by cta-admin tape add would be OK as long as it doesn't violate any constraints. Or we would want to add the label format to the list of things which could be changed with cta-admin tape ch
