Fix CI not triggering full pipeline when only the xrd ssi submodule changes

At the moment it is possible to change only the xrootd-ssi-protobuf-interface commit and it will skip the build and system tests. This is of course not intentional because it might break things.

This should be fixed by updating the changes: part for the build jobs.
