Add separate CI option for running the dCache regression tests

At the moment, the dCache regression tests run on every scheduled pipeline. There should be an option to explicitly enabled this, so that it only runs when said option is enabled.

Currently, this job is failing (see #1293), which is causing all nightly pipelines to fail.
