[CI] Update EOS Helm chart to work without mq

Currently we are still on an older version of the EOS Helm charts. This version still works with the eos-mq. As we will be moving production to run without MQ soon, we should update the EOS chart to the latest version (where no-mq is the default).

For reference, this commit in the eos-charts repo made no-mq the default.
