This release should be based on 881d3087 from branch 15-public-binary-rpm-distribution-for-4.7.13. These changes will be later merged into main.

This release will be tagged as version v4.7.13-3 and v5.7.13-3.

Additional details

This release includes the updated procedure for installing the public CTA RPMs.

Stress test results

No stress tests are required. This is just a repackaging release.
