Sort out unlabelled issues (no `workflow` label)

As we can see in this link, CTA gitlab has a few issues that are not assigned to anyone and don't have the workflow::accepted label.

Some of them are quite old (up to 6 years).

We need to sort them out, to decide if they should be removed or given to someone.
