Fix tape state change command idempotency when resetting REPACKING/BROKEN/PENDING

Allow the doCleanup flag to be enabled again every time a change to REPACKING/BROKEN/EXPORTED is triggered, even if the tape is already in the corresponding PENDING state. This will make the command effectively idempotent, triggering a request to cleanup every time.
