Add valgrind test for the operations tools

Currently, some of the code for the operations tools do not go through a valgrind test before they go to production. Please comment below if you know of something that should be tested.

• cta-readtp
• cta-verify-file
• cta-restore-deleted-files
• cta-eos-namespace-inject
• cta-change-storage-class
