This is a small release, cherry-picked just to include the following fixes from main:
It will be tagged over the branch release_4.8.6, and followed by a merge to main (these code changes are already on main, so it will only change the Release Notes).
Stress test results
As discussed with @jleduc , no stress tests will be required for this release due to its small scope.
Just for completeness as we deploy this tomorrow here is the stress test running.
