The RAO list contains duplicate entries of files to retrieve
The RAO list of files to retrieve is created based on vector of RetrieveJob and allows for duplicates e.g.:
[10, 11, 12, 12, 12, 50, 90, 90, 90, 90, 100, ...]

This can happen when a frontend e.g. dCache is configured with a short restore timeout, which trigger a retrieve request. Duplicate entries cause poor performance because the file is read many times.
The question is: should the list contains duplicate entries?
