Remove redundant protobuff field `STORAGE_CLASS_NAME`

When writing the change-storage-class tool the redundant field STORAGE_CLASS_NAMEwas added. There are two steps:

  • Edit cta-change-storage-class-in-catalogue to use the STORAGE_CLASS field
  • Remove the STORAGE_CLASS_NAME field from the protobuf, and mark OptionString 34 as deprecated
