This release fixes a small bug in postgres catalogue migration from v13 to v14:
This release will be made publicly available.
Since CTA catalogue schema version 13 is broken, we want external deployments to go directly from version 12 to 14.
The best way to achieve this is to remove support/migrations using catalogue version 13 from this repackaging release.
It does not change anything in the code or the final schema definition. Therefore it will be marge only as a repackaging release, that will not need to be deployed at CERN.
