Catch tape server exception and log an error instead

Puppet can start cta-taped on new tape servers before they are properly configured. In this case, cta-taped aborts with an exception/stack trace. See https://gitlab.cern.ch/cta/operations/-/issues/742 for details.

The exception should be caught and turned into ERROR: not starting...
