Fix TNS error in gitlab CI

Our CI jobs have been failing frequently with the error:

Aborting: create failed: createConn failed: ORA-12154: TNS:could not resolve the connect identifier specified

This blocker is preventing us from finishing the CI and being able to do new releases.
