Increase CI block size to 1 MB

Summary

The CI tests limit block size to 256kB whereas Enstore tapes are 1 MB. We should raise the limit to 1 MB so a future test for these files can succeed.

Steps to reproduce

Create a tape with 1 MB blocks (and 1 MB as the size in UHL) and taped cannot allocate the memory to read it.
