Default CI pipeline to Alma9

As CTA reference migration plan to Alma9 has been published it is now time to switch our pipelines by default to Alma9.

Migration is not complete so we should still be able to build CC7 rpms the idea is just to run Alma9 by default and CentOS7 when needed:

• scheduled Alma9 pipeline will become a scheduled CentOS7 pipeline
• default tag build will be Alma9 and variable will need to be removed for CentOS7 builds (opposite of today)

Along with these changes:

• Default production moved to json log messages for Alma9, this should be reflected in our CI.
• Fix a small leftover where cta-rados-locking.log still appears in CI while it has been removed from CTA code in #575 (closed).
