Inspect usage of recreate_ci_running_environment script

In continuousintegration/ci_runner there is a script called recreate_ci_running_environment.sh which doesn't seem to be used anywehere. This script has a few other files in the same directory that add a lot of unnecessary clutter:

• 00-cta-tape.rules
• generate_librarydevice_PV.sh
• generate_mhvtl_config.sh
• log_PV.yaml
• mhvtl.conf
• README.md (outdated and contains stuff that was in the old docs anyway)
• stg_PV.yaml

The script was last updated sometime in 2022 by Jorge. It seems to use the old buildtree way of setting things up, which is no longer relevant. If this is indeed no longer relevant, we should remove the script and its associated files to clean up the directory.
