Inspect usage of ci_runner/vmBootstrap

Everything in the vmBootstrap folder in ci_runner appears to be unused. Can this be safely removed?

To my knowledge, this is no longer relevant and replaced by the https://gitlab.cern.ch/cta/minikube_cta_ci repository.
