Update oracle instant client version from 21 to 23

The instant client that we currently have in our rpms is not a LTS release. Version 23 is (see https://support.oracle.com/knowledge/Oracle%20Database%20Products/742060_1.html).

We should update this to the newer version provided that we can verify everything still works correctly.
