Rename ReleaseNotes.md to CHANGELOG.md

There are a few reasons for doing this:

• It is more standardised
• When the file is named CHANGELOG.md, GitLab should automatically recognise it and add it to the sidebar (see e.g. https://gitlab.com/gitlab-org/gitlab).
• The way we currently have it, the release notes are more of a changelog anyway.
