[CI] `gfal2-util` rpm renamed to `python3-gfal2-util`

Since version 1.9.0, gfal2-util is no longer providing the gfal2-util rpm, to install it we have to change the name to python3-gfal2-util. With this change we can remove the DMC repo I added in bc136ecc to temporarily patch the CI.
