Increase default resource limits on Helm setup

Currently the resource limits are set a bit too tight causing some periodic test failures. While this shouldn't happen in the first place (and I am working on a fix), this seems to be solved by increasing the resource limits. As such, this suggests that these were dialed in a bit too tight. For now that should reduce the number of test failures.
