Update CI infrastructure and instructions for using custom EOS builds

Currently we need to follow the instructions in continuousintegration/ci_runner/development/eos/alma9/Readme.md which require building the EOS RPMs separately in a container, then copying them to the host machine, updating the versionlock and rebuilding CTA with these RPMs.
