Understand why cta-tape-label takes 5 seconds per tape in CI

It seems that the cta-tape-label command we execute at the beginning of the CI tests takes 5 seconds for labelling a single tape. This seems excessively long (unless this is intentional).

This issue is meant to understand why this 5-second delay is taking place, and if this is a bug to fix it. I will attach some logs showcasing the issue blow
