Upgrade Oracle instant client from 21 to 23

The v21 RPMs are not available in the public yum/dnf repos for alma9, so we should aim to move to v23.

Before we do this, we need to ensure the following:

• Versionlock in place in production to ensure the v23 can be safely added to cta-ci-others @jleduc

This update will not be part of the next release, so this can be included in CTA after the next version has been tagged.
