Feature request: easy reproducibility using OpenTofu/Terraform (libvirt)

It would be nice to be able to bring a reproducible development environment with a simple tofu init && tofu apply command.

This ticket targets libvirt as a target platform, to allow fully local testing of CTA on Linux platform where libvirt is installed. Note that the resource requirement for building and running CTA may make this challenging.
