Feature request: easy reproducibility using OpenTofu/Terraform (Openstack)

It would be nice to be able to bring a reproducible development environment with a simple tofu init && tofu apply command.

This ticket targets Openstack as a target platform, which allows both newcomers to quickly get started with CTA development, but also current team members who want to rebuild their dev environment from scratch.
