Fluka.cern is in a "frozen" state

The website https://fluka.cern is currently unable to either uninstall or change configuration of modules.

The following error will be seen when trying to perform any of the above actions through CLI:

Through UI, the website will show The website encountered an unexpected error. Try again later. but possibly do the action (uninstalling happened to be successful, however the error page still loaded).

Given the symptoms of the issue, the description matches the issue created upstream, https://www.drupal.org/project/filelog/issues/3416342 .

Since the CDD is running the latest module version, and there is no available version containing the upstream proposed patch, I would suggest to try and apply this patch in order to fix https://fluka.cern.
