Investigate "easy-start" configuration mallfunction

As part of the investigation for this incident (https://cern.service-now.com/service-portal?id=ticket&table=incident&n=INC4276316), we have identified that creating a fresh Drupal installation fails when the 'easy-start' option is selected.
