Suspend cronjobs when site is not Initialized/ Ready

As a follow up of !82 (comment 4696665) to maintain dependency b/w cronjobs and a running site, we can suspend the cronjob when a site is not ready/ initialized by patching the cronjob with .spec.suspend field (https://kubernetes.io/docs/tasks/job/automated-tasks-with-cron-jobs/#suspend).
