Connect all ports of the legacy optics to registers

During Run-3, the "legacy optics" for the trigger links are going to be used with the new cluster format. As such, they must be treated as first-class citizens. It seems that the low-level ports to the MGT are not connected to the registers, leading to a more complicated or impossible debugging of the trigger links.

All MGT ports should be connected to the appropriate registers.
