Port EOS docker utils and eos docker

@apeters and @jmakai, I would like to start process to move https://gitlab.openbrain.sk/cern/eos-docker-utils in to this project and make production docker releases in cern docker registry. Can you please make milestone for me(i cannot). I will start to work on it next week from 29.1.2017 until workshop (I am busy with ALICE trigger stuff). And i will put all issues related to this. Thanks
