Moving etf-lhcb to EL9

Lorenzo Valentini requested to merge el9 into master
  • New image for lhcb based on a new single image etf-base common to all the experiments, also in el9
  • The structure with the three docker containers has been moved to a single podman container, running all the services in it
  • All the functions of the entrypoint have been moved to systemd services running inside the container
