Workaround macaroon permission bug in dCache.

Brian Paul Bockelman requested to merge bbockelm/fts3:dcache_macaroon_workaround into develop

dCache currently requires the MANAGE caveat to be available for the destination directory (when it really should only require the UPLOAD & DELETE caveats for the destination file). This is a fairly harmless tweak and seems to work with other storage elements.
