Deprecate usage of IJobOptionsSvc

as agreed in a recent Gaudi Developers' Meeting, we removed the IJobOptionsSvc deprecation warnings in !1114 (merged), and we have to get them back in %v35r1 with the aim of removing IJobOptionsSvc in %v36r0.
